The Context: Street Homelessness in Louisville
- 12,385 people experienced homelessness in 2024, and most were sheltered
- 1,537 people are chronically homeless and need additional support to get off the streets
- Louisville is short 1,245 permanent supportive housing units (with 292 units coming soon)
- Street homelessness is costing Louisvillians over $16,400 per person per year in healthcare costs alone, for a total of $25 million in annual healthcare costs
The Answer: Permanent Supportive Housing
Permanent supportive housing:
- Combines housing, mental healthcare, and social services as a national best practice
- Targets chronically homeless people through a highly collaborative, centralized process
- Has a 98% success rate of keeping people housed over the past decade in Louisville
- Was responsible for housing nearly 1,700 homeless Louisvillians last year

- Strong city and civic leaders alike are eager to focus on a vibrant city for everyone
- Momentum is building with 292 new permanent supportive housing units coming online
- Milwaukee has built a roadmap for success by reducing unsheltered homelessness by 90%
How Will We Get It Done?
We need to collaborate and work with urgency in Louisville. We’ve built a plan based on the same principles that have led to success in cities across the country to significantly reduce street homelessness quickly by prioritizing permanent supportive housing.
Phase One: House 250 People by 2027
- Follow guidance of national consultant to analyze data, establish goals, and identify Home for Good task force
- Building on existing fundraising, raise remaining $2.3 million for services from Louisville foundations, philanthropists, organizations
- Establish flexible housing subsidy fund (using vouchers, governmental funds, and private dollars)
- House 250 unsheltered Louisvillians by 2027
